About ARM
Anti-Racism Movement (ARM) is a non-governmental organization working to dismantle systemic racism and achieve social, economic, and gender justice for migrant workers and racialized groups in Lebanon since 2011. ARM envisions a just society where all migrants enjoy decent living and working conditions with a mission to achieve social, economic and gender justice for all migrant workers and racialized groups in Lebanon. The Migrant Community Center (MCC) is a safer space for migrants living under Kafala. MCC works with migrant domestic workers to improve their living and working conditions and build their capacities to self-advocate for their rights as agents and leaders of change. Its programs include community-building, capacity-building, psychosocial wellbeing, community-led initiatives, and advocacy.
Job Purpose
The Casework Officer assists migrant workers, refugees, and migrant domestic workers in the face of labor abuse, exploitation, violence, health issues, legal status issues, asylum claims, and threats of deportation. The role provides direct case management through information, referrals, and psychosocial support in addition to overseeing access to social, medical, and legal resources. This role also entails conducting meetings with other organizations as part of service mapping to ensure service accessibility to our caseleaders. The Casework Officer holds sessions with community members on various relevant issues of concern in order to encourage access to and familiarity with information.

The jobholder’s responsibilities are to:
Case Management & Direct Support
Conduct needs assessments and follow-ups with migrant workers, domestic workers, asylum seekers, and refugees to assess their situation and collaboratively determine the best action plan to fulfill their needs.
Report to the Casework Team Manager and request their approval for all case management action plans and steps.
Attend urgent cases, and some emergency cases, in line with ARM’s standards of operations.
Conduct case visits to governmental institutions, hospitals, NGOs, and others when needed.
Support the Legal Consultant in presenting letters, complaints, and legal documents at the GSO, ministries, and public administrations.
Maintain a close line of communication with MCC members, migrant-led groups, and community organizers.
Reporting & Documentation
Report all cases on ARM’s data management system in a timely manner.
Document success stories and lessons learned from ARM’s casework interventions.
Document best practices in operations for regular updates of the case management cycle.
Monitor all patterns and trends from caseload and provide a political and social analysis.
External Engagement
Conduct regular weekly meetings with other actors and NGOs as part of ARM’s service mapping activity, and record all information on our data management system.
Stay updated with new legislations and decisions by the GSO and MoL.
Coordinate with UNHCR on cases that require our support.
Capacity Building & Support
Organize internal trainings for ARM staff and, when needed, other stakeholders on operational pathways and ARM’s internal guides.
Research and develop, with the support of colleagues, a cross-cutting curriculum to train migrant community organizers and migrant-led groups.
Ensure timely purchase requests for the procurement of any material necessary for operations.

Framework, Boundaries, and Decision Making Authority
The jobholder has the authority to make informed decisions on possible solutions and take necessary actions, in consultation with the case management team. All legal complaints to be filed should be approved by the Casework team manager
In decisions regarding specific cases, the jobholder suggests possible solutions to the case-leader and the caseworker following up on their case for final decision-making, and takes necessary actions
Qualifications
Education
Bachelor's degree in Social Work or Social Sciences
Experience required
Relevant professional experience of 5 years+.
Tenacity in advocating for access to information, justice, and resources for people seeking support.
Experience with and prior knowledge of issues relating to labor migration, anti-racism, feminism, civil society movements, human rights, non-profit organisations and activism.
Training or experience supporting survivors of domestic violence and sexual violence, and trauma-informed practice is a plus.
Demonstrated capacity to think strategically, systemically and analytically, and expertise in complex problem solving, decision making processes and critical thinking.
Experience in handling refugee protection or asylum cases is a plus.
Knowledge, Skills, and Abilities
Ability to represent ARM externally in meetings.
Ability to analyze problems and strategize for better solutions.
Ability to multitask, prioritize, and manage time efficiently.
Ability to sensitively conduct case interviews with a wide range of people and work collaboratively with both migrant domestic workers / migrant workers and referral organizations.
In-depth analysis of, and involvement in, labor migration, anti-racism, feminist approaches to community building and organizing, civil society movements, and migrant rights. Plus demonstrated commitment to supporting the collective action of women, migrant workers and racialized groups and people.
Proven ability to handle confidential information with discretion.
Technical Skills:
Excellent command of Arabic & English; Priority to tri-lingual applicants.
Excellent analysis and reporting.
Excellent command of Microsoft Office and google apps.
Familiarity with case management or other data management software is a plus.

Recruitment:
Interviews will be conducted on a rolling basis. Candidates who are longlisted will be required to complete an assessment. Those shortlisted thereafter will be invited to two interviews.
