About ARM
Anti-Racism Movement (ARM) is a non-governmental organization working to dismantle systemic racism and achieve social, economic, and gender justice for migrant workers and racialized groups in Lebanon since 2011. ARM envisions a just society where all migrants enjoy decent living and working conditions, with a mission to achieve social, economic and gender justice for all migrant workers and racialized groups in Lebanon. The Migrant Community Center (MCC) is a safer space for migrants living under Kafala. MCC works with migrant domestic workers to improve their living and working conditions and build their capacities to self-advocate for their rights as agents and leaders of change. Its programs include community-building, capacity-building, psychosocial wellbeing, community-led initiatives, and advocacy.
Job Purpose
The Human Resources Manager, with the support of the HR assistant, supports ARM in the design and implementation of people-centered and feminist HR policies, practices, and organizational culture processes. With the support of the Admin team, the HR Manager is the staff focal point for all HR activities, including recruitment, compensation, staff relations, benefits, onboarding, training & development, performance management, and other employee-related services and tasks.
Areas of Contribution & Related Accountabilities
Recruitment & Selection:
- Lead on and ensure that the recruitment process is aligned with the key values and principles of ARM
- Draft Role Profiles, taking into consideration needs, role overlaps, and interdependencies
- Define the skills and competencies required with the recruitment manager
- Create and post vacancy announcements
- Shortlist applicants and send recommendations to the hiring manager, as per admin guidelines and job requirements
- Schedule job interviews and conduct first interviews with the hiring manager, to ensure that appropriate selection and recruitment procedures are followed in an effective and efficient manner
- Assist in selecting qualified job applicants and make hiring recommendations when appropriate
- Complete background and reference checks
- Prepare employment contracts and necessary paperwork
- Contact unsuccessful candidates to inform them about hiring results
- Prepare for and implement new employee orientation (setting up a designated workstation, email address, keys, scheduling intro meetings, laptop, etc.)
- Lead on briefing and training: explain organizational personnel policies, benefits, procedures, schedules, and values to new employees
- Process all necessary paperwork and ensure that all the needed documents are filled for the recruitment process and new hires
- Manage all ARM online accounts related to recruitment
- Conduct periodic assessment of the efficiency & effectiveness of the recruitment processes and look into potential improvements
- Review and update the organizational chart
Performance Management:
- Oversee & manage the yearly Performance Review & Job Satisfaction Survey Cycle
- Make necessary changes and improvements to the cycle when needed
- Follow-up with employees and direct supervisors on all steps in the process
- Provide assistance by answering all enquiries regarding the process to guarantee conformity and consistency
- Collect and process survey results, compile performance reports of each employee and share results with them, their direct supervisors, and Directors
- Coordinate and schedule meetings for each staff member to discuss the results
- Flag any major issues to the Directors for their intervention
- Compile results of the surveys and meetings into a comprehensive report for the Directors, highlighting performance issues, motivation issues, training needs, and any other relevant information, and advising on ways forward
- Lead on the planning of staff training & development when needed
- Expand strategy and tools for the development and implementation of staff wellbeing measures
Employee Relations:
- Monitor the attendance of employees
- Update and maintain payroll records and amendments list to support payroll preparation
- Manage leave, sickness and overtime processes
- Liaise with the Accounting Manager with monthly consolidation of payroll
- Prepare the NSSF registration/termination forms, family declarations and documents of all employees
- Implement ARM benefits program
- Prepare the medical insurance registration/termination forms and documents of all employees
- Ensure all the internal documents are filled by staff and managers in due time
- Prepare and handle any other personnel documents as needed within ARM or for external parties (donors, government, etc.)
- Handle complaints/grievances and advise on corrective action; play an active role in conflict resolution (by implementing internal policies)
- Lead on initiatives that bring the teams closer together and improve communication and synergies
Culture:
- Nurture a positive work environment
- Lead continued development of organizational culture, conflict resolution and staff engagement strategies
- Support and advise the Management Team on organizational change management and emerging tools
- Lead on initiatives that aim to improve feminist policy-making, improved performance feedback mechanisms and staff wellbeing
People learning and development:
- Contribute to the development and implementation of training and development policy and procedures
- Compile and review the identified training needs across teams
- Support the line manager in keeping track of expenses that are charged on training lines. Ensure that all necessary supporting documents are being prepared, archived and received when needed
- Buildup, update and share a training opportunities’ database tool with managers
- Create, implement and review training feedback surveys and share analyzed results and feedback
General HR Tasks:
- Lead on research related to HR issues, collecting information to support managerial decision-making
- Lead on setting HR strategies in line with the organization’s values and goals
- Stay up-to-date on best practices and suggest adaptations to internal rules, regulations, and procedures accordingly
- Update internal HR documents when needed; communicating updates to staff as needed
- Providing specific, up to date and accurate HR guidance to ensure proper compliance with and application of HR-related services
- Implement technical updates on HR systems/tools as per needs and requests
- Maintain confidentiality of HR information
- Contribute to the development of tools that efficiently and effectively support the policies/guidelines
Communications & Work Relationships
Internal Communication
- Regular contact with Directors

- Occasional contact with ARM’s lawyer
External Communication
- Occasional contact with Ministries and other governmental bodies
- Occasional contact with job candidates
- Occasional contact with tax consultant and external service providers
Framework, Boundaries, and Decision Making Authority
The jobholder suggests possible solutions to the Programs Director for final decision-making, and takes necessary actions. With time, the jobholder will gain authority to directly solve issues arising with employees.
Qualifications
Education
Degree in Business Administration, Human Resource Management, Organizational Psychology, or related fields
Experience required
10 years +
Knowledge Skills & Abilities
- Knowledge of applicable local laws and regulations (NSSF, taxes, etc.
- Ability to represent ARM in a positive, professional and effective manner
- Ability to work and communicate well with a variety of individuals, with professionalism and goodwill
- Strong understanding and commitment to safeguarding policies

- Excellent command of spoken and written English & Arabic
