About ARM
Anti-Racism Movement (ARM) is a non-governmental organization working to dismantle systemic racism and achieve social, economic, and gender justice for migrant workers and racialized groups in Lebanon since 2011. Migrant Community Center (MCC) is a safer space for migrants living under Kafala. MCC works with migrant domestic workers to improve their living and working conditions and build their capacities to self-advocate for their rights as agents and leaders of change. Its programs include community-building, capacity-building, psychosocial wellbeing, community-led initiatives, and advocacy.
Consultancy Purpose and Scope
The Data Management System Consultant will be in charge of supporting ARM’s team in leading the process of identifying the adequate data management system that the team will be using to collect, store and manage their relevant data. The system identification process will be building on the pre-assessed needs of the three implementing and the Programs team and their current internal data collection and reporting systems (Advocacy, CaseWork and MCC).
Deliverables:
-Meetings as needed (further detailed below)
-Short initial report on the summary of needs, shared with ARM management
-Full written report on proposed options
-Prototyping session held by consultant for relevant ARM staff to test out and choose final option
Both the initial short report and the final report deadline will be determined with the consultant, and the report will act as a roadmap for phase two of the project during migration onto the system.
The report will be used by ARM’s team as a roadmap to implement the action plan suggested in order to build the data management system based on the consultant’s recommendation.
Communication and consultancy relationships
The consultant will be in direct contact with the MEAL Manager at ARM who will be supervising this consultancy. Occasional contact with ARM staff, mainly the focal points assigned on this project and the directors, will take place at different times and will be managed by the MEAL Manager. External communication with service providers might also take place as part of the identification process; the consultant will decide on who to reach out to and when to do so.
Expected deliverables, explanation and time allocation for each
The following table's link would serve as a guiding reference for the consultancy. The consultant’s suggestions in terms of deliverables and their corresponding time allocation will be discussed and the final version will be included in the contract.
Expected timeline
The deadline for this consultancy is the 17th of December 2023. We expect to receive and validate the final report by that date.
Decision making process
The consultant will have an advisory role and ARM will be the final decision-maker based on the process for its internal decision-making.
Key qualifications, knowledge and skills
●University degree in Computer Science, Data Science and/or Management or any other related field
●Experience of at least 5 years in working with organizations on setting and maintaining Information/Data Management and Systems and/or Databases and Softwares
●Experience in identifying data management solutions based on needs assessment
●Experience in developing and managing databases
●Experience in digital security specifically for sensitive information
●Knowledge of ARM’s mission and the context of Migrant Workers in Lebanon under the Kafala system
Fees of the consultancy
As this is a short-term project of less than 10 days, we expect applicants to indicate their expected daily rates and provide the final fees based on the above suggested and their estimated days of work.
The agreed upon fee will be paid in two installments: the first 40% after the signing of the contract and the remaining 60% after approval of the final report by ARM and signing the end of consultancy agreement.
