About ARM
Anti-Racism Movement (ARM) is a non-governmental organization working to dismantle systemic racism and achieve social, economic, and gender justice for migrant workers and racialized groups in Lebanon since 2011. ARM envisions a just society where all migrants enjoy decent living and working conditions with a mission to achieve social, economic and gender justice for all migrant workers and racialized groups in Lebanon. The Migrant Community Center (MCC) is a safer space for migrants living under Kafala. MCC works with migrant domestic workers to improve their living and working conditions and build their capacities to self-advocate for their rights as agents and leaders of change. Its programs include community-building, capacity-building, psychosocial wellbeing, community-led initiatives, and advocacy.
Job Purpose
Strengthening the organization’s feminist program design, implementation and learning processes using radical and experimental methodologies to serve the organizational mission, objectives and wider movement. Contributing to the design and overseeing the implementation of ARM’s annual cycle planning steps and supporting teams with practices, tools, approaches, resources to better utilizing our own data with the purpose of strengthening ARM’s work. Leading and collaborating with other staff members within ARM on various forms of knowledge production. Supporting the various teams across ARM to also learn from the communities we work with, from each other, and translating our internal learnings into analyses and evidence to support our advocacy and alternative income generation. The scope of responsibilities will vary depending on experience and previous level of responsibility.
Job details
The jobholder’s responsibilities include the following:
Overseeing all of ARM’s MEAL and supervising the Senior MEAL Officer.
Developing and managing systems to facilitate flow of information and knowledge from project teams to admin and advocacy activities, and vice versa, including running monthly organizational reporting check-ins with the senior MEAL Officer.
Developing data collection tools, templates and practices, covering all stages of a typical project cycle (assessments, baselines, monitoring forms, and final evaluations).
Overseeing data collection, measurement, analysis and the sampling process, ensuring quality data is collected, learning opportunities identified and good practices are applied.
Working closely with all teams on project implementation with the objective of deepening the impact of ARM’s interventions and how they can be learned from - by ARM and the wider movements we want to contribute to.
Participating in cross-organizational program design and proposal discussions, including but not limited to logframe design.
Providing leadership to ensure all active programs maintain practices and tools needed for our work.
Overseeing the design and implementation of various research projects at ARM - building on our MEAL systems already in place.
Overseeing the design and implementation of final program evaluations, or leading the management of external evaluations in coordination with the Senior MEAL Officer.
Ensuring that every program/project conducts regular learning sessions and all learning is shared for various purposes (informing design of future programs/ projects, accountability, knowledge production and income generation).
Identifying gaps in, and improving systems for, greater accountability to the communities ARM works with (analysis of participatory approaches, feedback and complaints mechanisms, learning events for migrant communities and improving overall transparency).
Leading on the organisation of regular reflection and learning interventions, both small scale (e.g. meeting to brief teams on new projects), and large scale (e.g. annual organisational learning retreats and political learning development at ARM).
Identifying needs and opportunities for capacity building (e.g. training, new software, consultancies, etc.) and leading on their implementation.

Regular contact with the Directors, implementing teams, administration.

Regular contact with research stakeholders
Contact with donors, funders, and partners as required.
Framework, Boundaries, and Decision Making Authority
The jobholder collaborates closely with the Programs Director while exercising autonomy and responsibility appropriate to their experience. The scope for strategic leadership, independent decision-making, and oversight may evolve based on the skills and strengths of the selected candidate.
Qualifications
Education
University Degree in Data Science, Social Sciences, Development Studies, Education, or a related field.
Experience required
Minimum 7 years in MEL, Learning, Research. scope and seniority of responsibilities will align with demonstrated expertise.
Knowledge, Skills, and Abilities
Technical Skills:
Excellent written and verbal communication in English (Arabic and French also assets), adapting to different registers and contexts as needed.
Extensive experience in research, facilitation and learning methodologies required.
Extensive experience in programmatic strategy, creating, editing and amending various Theory of Change models and logical frameworks.
Knowledge and understanding of migration and the situation of migrant workers in Lebanon.
Knowledge and understanding of anti-racist and feminist approaches/theories.
Good Microsoft Office & online research skills.
Soft Skills:
Full commitment and adherence to ARM's mission and vision and a feminist leadership framework.
Excellent interpersonal skills, making positive relationships with a range of internal and external stakeholders.
Very good organizational and time management skills, proactive, self-motivated.

Salary range:
3,000 - 4,000 based on the candidate’s profile
